Set within NEWoMan Shinjuku near Koshu Kaido and just steps from Suica Penguin Square, the sixth-floor restaurant opens into a wood-lined garden room and planted terrace overlooking the southern edge of Shinjuku. Windows draw daylight across the dining room, while the terrace places greenery between the tables and the surrounding towers, echoing the orto beside Suarez's parents' home in Tuscany. Fresh pasta, antipasti and grilled meats carry that garden-minded approach onto the table, supported by produce sourced from growers around the Kanto region. The result is a polished Shinjuku restaurant that brings the warmth of a Tuscan family home and the social ease of New York's West Village into a rooftop setting above the station.

Rosemary's Tokyo is best known for opening on March 25, 2016 as the first Japanese location of Carlos Suarez's West Village restaurant Rosemary's, bringing a concept inspired by his mother Rosemary and her home in Lucca, Tuscany, to NEWoMan Shinjuku on the commercial complex's opening day. Suarez created the original Rosemary's in New York in 2012 after years of family meals shaped by his mother's cooking and visits to his parents' Tuscan home, where an orto overlooking the valley supplied vegetables and herbs. The Manhattan restaurant translated those memories through a rooftop farm and seasonal Italian cooking, with executive chef Wade Moises bringing experience from Eataly, Babbo and Lupa to a kitchen using produce grown above Greenwich Avenue. Tokyo extended the idea through Cafe Company, pairing Suarez's concept with executive chef Moises's approach to Tuscan food and ingredients sourced from producers around the Kanto region. The Tokyo opening also carried a dedicated music program produced by Insense Music Works around bossa nova and jazz, plus separate indoor and terrace audio controls and a 150-inch screen installed for events. A rooftop kitchen garden added another connection to the New York original, growing vegetables and herbs for restaurant use while supporting an urban-farming education program for local schoolchildren.

Orecchiette brings one of the kitchen's clearest links between Tuscany, New York and Japan, pairing fresh pasta with salsiccia and seasonal vegetables so the ridged shells catch pork juices, sauce and small pieces of produce. Antipasti broaden the meal through dishes such as octopus prepared in a salami style, sardine carpione, sakura-shrimp zeppolini, squid simmered in its ink, vitello tonnato and baccalΓ  mantecato, moving between acidity, frying, seafood and slow-cooked richness. Herb-grilled chicken, porchetta and tagliata shift the table toward meat, while rosemary-roasted potatoes and vegetable preparations keep the cooking anchored to the produce-first approach that began with Suarez's memories of his mother's orto. Wine and spumante carry the meal into the terrace hours, giving fresh pasta, grilled meat and vegetable-led antipasti a relaxed progression suited to a long dinner above Shinjuku Station.

Rosemary's Tokyo works as the dinner destination after an afternoon tracing the southern side of Shinjuku through department-store development, railway infrastructure and the elevated public spaces that redirected foot traffic across this edge of the district.

Begin at Takashimaya Times Square, completed in October 1996 on the former Shinjuku Freight Station site, where a 160,147-square-meter complex designed by Nikken Sekkei and Nihon Sekkei helped pull major commercial activity south of Shinjuku Station and later received a 1997 award from the Illuminating Engineering Institute of Japan for its architectural lighting. Continue to Shinjuku Southern Terrace, completed with Odakyu Southern Tower in 1998 as part of a lineage reaching back to Sakakura Associates' 1973 Boulevard Concept, using an artificial deck above the Odakyu tracks to create a pedestrian route extending south from the station toward Yoyogi. Conclude at Suica Penguin Square, opened in 2016 beside the New South Gate and the Busta Shinjuku transport complex, where layered landscaping, wooden decking, rail views and sightlines toward the NTT Docomo Yoyogi Building place the station's immense transport machinery directly beneath an elevated public plaza. The route moves through three decades of southern Shinjuku's redevelopment before Rosemary's Tokyo completes the afternoon inside the 2016 generation of station architecture, where Suarez's Lucca-inspired cooking occupies a garden terrace above the rail lines that shaped this part of Tokyo.
