Kachidoki Bridge is best known for resolving a transportation problem created by the industrial expansion of Tokyo's reclaimed waterfront without sacrificing navigation along the Sumida River. Its name descended from Kachidoki no Watashi, a ferry established in 1905 after the Japanese victory at Port Arthur during the Russo-Japanese War and funded through donations connected with Kyobashi Ward celebrations. Growing factories across Tsukishima and the expanding port intensified demand for a permanent road connection during the following decades. Tokyo City incorporated the bridge into its Tokyo Port improvement program and began construction during the 1930s under the direction of consulting engineer Katsutake Naruse, with city engineers Tatsuya Takio and Masaru Ataka responsible for the design and Yoshimitsu Tokuzen leading construction. Another enormous project influenced the bridge's scale: Tokyo planned the 1940 Grand International Exposition of Japan on the reclaimed waterfront, and Kachidoki Bridge was intended to become a principal approach between the exhibition grounds and Central Tokyo. War forced cancellation of the exposition, but construction continued. The completed bridge opened in June 1940 with an overall length of 246 meters and fixed tied-arch spans measuring 86 meters on either side of its movable center. A 51.6-meter movable span preserved access for the large vessels still using the river. Kachidoki Bridge emerged from the convergence of industrial growth, port construction and an international exposition that never occurred, leaving its engineering as one of the largest surviving physical remnants of Tokyo's unrealized 1940 plans.
The central mechanism turned that metropolitan project into an exceptional achievement of Japanese bridge engineering. Two independently operated leaves form Japan's only Chicago-type double-leaf bascule mechanism, with each movable girder weighing approximately 1,000 tons. Counterweights of roughly equal mass descend inside the piers as the leaves rise. Electric motors drive gears with a radius of 7.4 meters, and a Ward Leonard system combining an AC motor with a DC generator controlled opening speed. The arrangement produced Japan's largest movable span and initially accommodated ships several times each day. Changing transportation patterns gradually reversed the priorities that had dictated the machinery. Large-vessel traffic declined as road traffic across Harumi-dori increased, and the bridge performed its final opening on November 29, 1970. The mechanical system remained substantially intact after movement ceased. National Important Cultural Property designation followed on June 18, 2007, recognizing the bridge as a technically accomplished example of modern movable-bridge construction. The Japan Society of Mechanical Engineers designated its bascule machinery Mechanical Engineering Heritage No. 84 in 2017. Kachidoki Bridge consequently preserves not simply the appearance of a movable bridge but the approximately 2,000-ton balancing system, motors and enormous gears that once physically negotiated the competing transportation systems of the Sumida River.

His son became sixth shogun Tokugawa Ienobu, bringing the estate into direct shogunal possession as Hama Goten. Successive shoguns expanded the grounds until their major form was completed under Tokugawa Ienari, leaving a tidal pond supplied with seawater and duck-hunting grounds dating to 1778 and 1791. The progression moves from Chuta Ito's reconstruction of a Buddhist institution through the commercial district created by Tokyo's post-earthquake market reorganization into a reclaimed Tokugawa estate governed by the tides, placing the bridge within three centuries of architectural, commercial and waterfront development.
