Set along Paris Avenue near 16th Street and just steps from Cypress Wetlands, this independently owned restaurant presents a seasonally evolving dinner menu featuring fresh seafood, premium meats, house-made desserts, and thoughtfully curated wines inside an elegant dining room overlooking one of Port Royal's most distinctive natural settings. White tablecloth service, attentive hospitality, and a deliberately intimate dining room distinguish the restaurant from larger regional establishments. Chef Frank's Bistro is best known for being opened in April 2023 by Certified Executive Chef Frank Chiasera, a Culinary Institute of America graduate whose career spans more than 25 years as executive chef at prominent private clubs including Harbour Club in Charleston, Citrus Club in Orlando, Colleton River Club in Bluffton, Peninsula Club in Charlotte, and Ford Field & River Club in Georgia before bringing his own restaurant to Port Royal. Chiasera selected the former Black Dog Grill location after deciding in 2022 to pursue independent ownership, developing a chef-driven concept centered on seasonal Lowcountry ingredients, refined American cuisine, white-tablecloth hospitality, and an evolving menu whose signature dishes include pesto-crusted swordfish, Faroe Island salmon, rack of lamb, filet mignon, Oysters Rockefeller, and house-made desserts, while the restaurant has also participated in South Carolina Restaurant Week and Off the Eaten Path culinary events since opening.

Pesto-crusted swordfish arrives over roasted garlic risotto with asparagus and lemon butter, while bourbon-brined Joyce Farms chicken, marinated rack of lamb finished with natural jus, Berkshire pork chop with sweet potato and ginger purΓ©e, and house-made pappardelle with Italian sausage bolognese reflect a kitchen grounded in classical technique. Fresh oysters, steak and mushroom eggrolls, crabkopita wrapped in crisp phyllo, carefully composed seasonal salads, and desserts prepared in-house reinforce the kitchen's emphasis on ingredient quality, balanced flavors, and precise execution.
